ChildFund International is
actively responding to a large-scale emergency as a result of the damage and
devastation left by Super Typhoon Yolanda (Haiyan) on the lives of more than 13
million people in the Visayas region. You can be part of an effort that will
provide affected families and children with an integrated response addressing
their well-being, development and protection needs during the relief and
recovery stage. ChildFund will implement grant projects that aim to increase
access to education, address child protection and restore food security through
livelihood support to families affected by the typhoon in the Leyte Province.
Livelihood Officer
The
Livelihood Officer will supervise and provide overall technical support to the Livelihood
Coordinators based in each of the project locations. The position will ensure
that the livelihood approach is consistent with the overall livelihood strategy
of the local government and relevant agencies. Specifically, he/she will
coordinate with LGUs, Department of Agriculture, BFAR, TESDA and the livelihood
and food security clusters at the Provincial level. The Livelihood Officer will
also take the lead in developing program operational guidelines for the
livelihood component and consolidates reports from the different locations. The
position will be based in Tacloban City.
Livelihood Coordinators
The
Livelihood Coordinators will be responsible for the implementation, monitoring
and reporting of field activities. They will take the lead in the identification
of target beneficiaries, coordination with relevant agencies in the field, work
with municipal level TWG in the development and implementation of relevant
guidelines (e.g. sustainable agriculture, skills training of women for industry
or self-employment and voucher system for distribution of
supplies/materials/equipment for beneficiaries) and ensure technical support is
provided by appropriate service provider to livelihood beneficiaries. The
Livelihood Coordinator will be based in the pilot municipality.
Business
Advisors
Business advisors shall
provide technical assistance to home-based and small business owners in the
agriculture, fisheries and service industry sectors in order to restore their
businesses and stimulate their capacity to provide local employment. They also
assist the business owners in identifying ways and means of protecting assets
from future loss by developing individual Disaster Risk Reduction Plans.
DRR Advisor/Trainor
The DRR Advisor and Trainor
shall provide technical guidance on DRR in order to improve the resiliency of
small business owners and minimizing impact of future disasters, drawing
lesssons from best practices, recent experiences and from international and
national protocols and standards. The DRR Advisor and Trainor shall also design
and conduct trainings on DRR which shall serve as inputs in developing the
individual DRR plans of business owners.
Standard Qualifications: Relevant
and progressive work experience preferably in an international non-government
organization; strong technical capacity in the required areas of work; in-depth
knowledge and practical experience on standard humanitarian guidelines; demonstrated
high-level interpersonal and cross-cultural skills including the ability to
build collaborative relationships internally and externally with sensitivity to
cultural, ethnic, social and political issues; self-guided, independent with
strong facilitation, analytical, problem-solving, organizational, and time
management skills; supportive attitude towards processes of strengthening local
organizations and building local capacities for self-management; and
above-average written and oral communication skills in English.
